Shaping Oklahoma's roads, future

Joe Eschelle speaking at a press conference.Joe Echelle, an 2010 Oklahoma State University MBA graduate, has been appointed as the new Executive Director of the Oklahoma Turnpike Authority (OTA), and brings a wealth of knowledge and experience to his new role. 

 

Echelle’s journey began in 2001 when he first began to work for the Oklahoma Department of Transportation (ODOT) during his time as an undergrad at OSU. He took a job on campus with the Department of Transportation Design Squad, where he worked until he graduated in 2005. That role led to his first full-time position with ODOT in 2006. 

 

"I’m a rubber-tire road guy," said Echelle. "I like moving vehicles, getting people places efficiently and safely. This affects everyone, it affects all Oklahomans whether it’s the goods that you order, how they’re delivered efficiently and fast, or it’s your commute. The more you move up, in OTA or ODOT, the more impactful your role is.”  

 

Having previously worked on the 2016 OTA bond program "Driving Forward" as its Chief Engineer and Deputy Director, Echelle is well-equipped to navigate the challenges and opportunities that come with overseeing the state's turnpike system. 

 

The Oklahoma Turnpike Authority is responsible for maintaining and operating the state's toll roads, ensuring safe and efficient transportation for residents and visitors alike. Oklahoma turnpikes cover 606 miles across the state while at the same time having the lowest tolls per mile across the nation. The average passenger vehicle toll for Oklahoma is $.04 per mile, while the national average is $.14 per mile. 

 

During his time at OSU, Echelle studied civil engineering, and his senior year an advisor recommended he take management classes. This introduction to management kickstarted his MBA experience. 

 

“Civil engineering doesn’t teach you anything about business, and I fell in love with management classes," Echelle said. "I realized there was so much more beyond math. I am grateful for the skills I acquired during my MBA." 

 

Putting his MBA management skills to good use, Echelle says these have been critical during his time with ODOT and OTA. The turnpike system is largely funded by bonds, and thanks to good planning and management, Oklahoma has a 71-year track record that keeps bond interest rates low and toll fees low as well. 

 

As Executive Director, Echelle plays a crucial role in shaping the future of the state's infrastructure. One of Echelle’s main focuses is ACCESS Oklahoma, a $5 billion dollar, 15-year long-range plan for turnpike expansion plan that was announced in 2021. Construction for ACCESS Oklahoma recently got underway in February of this year.

 

Echelle's appointment as Executive Director is a testament to his dedication and expertise in the field, and the OSU MBA program is proud to have played a role in his professional development.
